So, the Spiritual pressure efficiency (henceby refered to as SPE) was added to the system well before the limit per turn, when we got sensible people who realised a level 1 technically being able to make a technique as powerful as a level 20 was a little silly.
however, when we added the limit we didn't do much to change SPE, which technically makes it more unfair than before, because the person with the higher efficiency no longer gets their attack cheaper, but allso can partially negate the limit.
now, just saying "everything costs 1/2 but you still have the limit" is a bit silly, and reduces the coolness of SPE by lots.
but leaving it unchanged gets this:
Person A and Person B are level 12 something-gami, and they have the same build, except at level 12 person A took a level in captain, and person B took a level in some other prestige class.
They both decide to use an ability where the power is determined by SEP spent, and to go up to their limit.
Person A's attack does 24d6 damage, person B's does 12d6 damage. That means someone passing the save the Person A suffers the same amount of damage as someone failing person B's.
The difference between these two players is one number (or technically, one level in a prestige class as well, but one PrC leve shouldn't do that either).
thus, I propose this change to the rule

The higher a creatures spiritual pressure efficiency, the better it is at using Spiritual Energy Points (or spirit charges). For each SEP it expends, it expends a number equal to it's SPE rating.
However, even with this power boost, the creatures grasp of techniques does not directly improve. they cannot spend more on a single ability than the base SEP limit, though they can incorporate enhancements that cost SEP so long as they do not go above their limit.
For example, a 20th level fullbringer with the energy attack (line) power and SPE 2 could spend 20 SEP on the attack, which would become 10 as per their SPE. they could not spend any more SEP on Energy Attack (Line), but they could spend it on any enhancements or options that apply to Energy Attack (line), such as Rapid Strikes etc
SPE cannot go above 3
so, they can use a power to their previous maximum plus any extras, but they couldn't just go "lol I winz" and fire off something twice the strength of everyone who didn't run headlong into Captain, thus making SPE the only number that counts...
it could be clearer, but thoughts?
