the first one might be a bit much to say it has no save, as it can pretty much crush charge-based builds flat. I might say add a will save but bump it up to exhastion (more potent effect if you fail but can be resisted, meaning it can be more powerful). or at least add some sort of save.
I like the second one. made me smile XD

I edited some changes in, but I went with a Fort save, cause there isn't a lot of effects in Bleach d20 that use it and it's a Necromancy like effect...
Ok I went with Fort cause it fit the feel.

The Hollow shrouds itself in an illusionary cloak, causing its appearance to flicker and fade before those who look upon it, making pinning down its position all but impossible – the Hollow benefits from a 50% miss chance. This does not stack with any other miss chance This is not effected by see invisibility, though it is overcome by True Seeing
Illusionary Swarm [Illusion (Phantasm)] Level: Gillian Range: Medium (100ft + 10ft per character level) target: see below Duration: 1 round per caster level Save: will negates. Spell Resistance: yes
The Hollow calls forth an illusionary swarm of creatures (design up to themselves) that they can mentally direct to swarm over the foe. The Hollow summons 4 5ft swarms, plus another swarm per each caster level above 5. These swarms move up to 30ft per round and, being illusionary, may move freely through terrain. The swarms deal 2d6 points of damage to any creature they move through. Whenever a creature interacts with one swarm, they may attempt to disbelieve it. Disbelieving one swarm causes the disbeliever to disbelieve them all.
Phantasmal Talons [Illusion (Phantasm)] Level: Gillian Range: touch target: 1 creature + 1 per 2 caster levels. (max 5) Duration: 1 minute per caster level. Save: will (partial; see below) Spell Resistance: yes
The Hollow creates a set of translucent, illusionary talons that hover above the creature, acting to their will. The talons act as a pair of claw natural weapons, with an additional 5ft reach, that deal damage as a Hollow 4 levels lower than the caster. Any damage these talons cause is partially illusionary and partially real, and whenever they deal damage the victim is entitled to a will save. A creature that passes its will save suffers only 20% damage, +5% per 2 caster levels.
Ageis of Darkness [Aburation (darkness)] Level: Gillian Range: Touch target: 1 creature. Duration: 1 minute per caster level. Save: will negates (harmless) Spell Resistance: yes (harmless) The touched creature is surrounded in a thick curtain of darkness, reinforced by spiritual energy to be hard to touch. The touched creature receives a +4 deflection bonus to AC, improved by + 1 for every 4 caster levels. If the receive concealment from any darkness, wind or snow based effects (natural or unnatural) increase their concealment by 20%. Their features are obscured, but everyone can see their general shape, count their number of limbs etc.
Chill Breath
[Evocation (Cold)] Level: Gillian Range: personal target: 30ft cone Duration: Instant/1 round per level (see below) Save: Reflex half/Fort resist Spell Resistance: yes The Hollow takes a deep breath and unleashes a cloud of chilled smoke that inflicts 1d6 points of cold damage per 2 caster levels. In addition, and creature that fails its reflex save must take a fortitude save or be slowed for 1 round per caster level.
A slowed creature can take only a single move action or standard action each turn, but not both (nor may it take full-round actions). Additionally, it takes a –1 penalty on attack rolls, AC, and Reflex saves. A slowed creature moves at half its normal speed (round down to the next 5-foot increment), which affects the creature’s jumping distance as normal for decreased speed. Multiple slow effects don’t stack. Slow counters and dispels haste.

These are wonderful!
Fade from Sight might be a little overpowered, given that no-body has True Seeing yet but it's still my favourite. Ageis of Darkness is a close second.

mayhaps, though it does match the effect of a 3rd level spell, which I felt fair for a mid level one (don't forget the warlock equivelant for that is full on invisibility (already 50% + untargetable + flat-footedness) and a minor teleportation effect)

This Negacion creates a bond between the you and a target, allowing the you to draw upon the targets abilities for a time.
'Borrowing' the subject’s power is a separate standard action that provokes an attack of opportunity. If that attack succeeds, the mental communication provided by this power ends immediately. The 'borrowed' power fades from the subject’s awareness and appears within your own.
You can now manifest the borrowed power just as if it belonged to you, paying all costs normally for it. You may benefit from this power until the duration of your soul thieving expires, the power reappears in the mind of the subject, no matter how far from you the subject is.
Even if the subject is slain, you lose knowledge of the borrowed power when this power’s duration expires.
Special: Powers include a single Kido, Maneuver, Zanpakuto Ability, Fullbring Ability or Negacion that does not alter objects such as Zanpakutos or Fullbrings. This list may be altered.
Yeah I know it's iffy, but... if it is workable but remains overpowered we can always bump it up to Adjuchas level...

looks pretty good as a base, though maybe limit the power level for what can be stolen at this level and add some higher level variants
