Hollows get 10 abilities through 20 levels.
+ 6 at level 10, + 2 at level 15. so 18, like I said.
Quincy get 1 less ability at 9 (why?) and don't get stacking abilities.
I honestly have no idea - we had quincy at 6 before (which I'll agree is just as stupid). also, quincy abilities don't stack (by which I assume you mean scale), well, they all do (at least to the same level as the fracking fullbringer/modsoul ones your basing them off, namely the increasing DCs/effectiveness and power determined by cost). They scale using the same save dcs,
but on the rest of the quincy, I will admit it is a mess. I haven't looked much at it, i'll be honest, because I prefer to try and work in blocks getting one thing up to scratch. The bigest problem with quincy - at least from a development point of view - is that it dosen't need cleaning so much as a complete rebuild and I am seriously busy for the rest of this week. it's not just sorting out the number of abilities, it's sorting out progression rates (as they're stupid right now), and actually giving them some class features beyond making their alternate system work.

my favourite is hollow sure modsoul comes after that, but that's more because I built the class up from the ground myself , then it's quincy, then shinigami and bounto, and fullbringer is my least favourite, thus this logic is somewhat flawed. though I will admit I worked a lot more on the fullbringer/modsoul than the others (though the one I've eaisly spent the most time on is shinigami)
as for why fullbringer is more developed, well, I wasn't expected to build, design, update, crossrefrence and balance an entire class single handedly. I had a lot of help from major there, as well as fullbringers starting with a much deeper pool of abilities, both suggested and from the cannon reference pool than quincy did (until recently)
I agree that all the classes should be based off of a similiar skeleton, hence why I rewrote the modsoul and hollow base classes to be based off of one. however, similar skeleton does not mean identical to one another besides title, so they will not all have identical number of feats, abilities etc with the only change being the title at the top. as such some classes will have different amounts of abilities than others.
as for why fullbringer is more developed whilst quincy is the least, fullbringer started off much more developed than quincy, and it has had help from people besides just me. In addition, back during the last burst of activity the fullbringers where the more popular class in games I saw, and I had more people pestering me to improve those. meanwhile, the only place I've ever seen anyone play a quincy is games on RPoL, which I only just joined. as such, there's also an element of supply and demand
and I am trying to fix these problems, but do you realize how much you alone are b******g needs to be changed this very f******g instance and then throwing a fit and hurling insult after insult at me for not changing instantly? because it's a f*****g lot. I have a life outside this project, and if I am expected to build an entire sourcebook alone, it will be slow going.
so I am working on it, however please at least give me a break until the end of the week. I have three uni assignments with the due date coming up, and believe me this takes precidence over the entire project as far as I'm concerned.
Once this week is up, I promise I'll work to bring every class up to snuff, abilities and all. Think we can call that compromise? because if thats too much for you, well, I already have a foot out the door...
And if Blackest isn't willing (read: too lazy to) do it, I could try and figure out HD-scaling for the hollow powers.
that actually sounds like an idea, y'know. I also did make a few suggesstions to scale a few of them (magic fang, swallow whole, a couple others) in the hollow subforum, though I'll admit they haven't been implemented yet.
