Let me compare your list to the one on the wiki...yours has the numbers and such, the incantations for the ones that had them, all of it looks great.
The one on the wiki is powers and spells...it's just bleh

May I just say I support these being added in, because really, the spells/powers being used for Kido right now, while balanced cause they're already made, just... don't feel right in this system.

Regardless. Not throwing around my non-existent e-peen around here.

Granted, a portion of them are ones I personally created. Atomic Explosion for instance is lvl 8 disintegrate but with moar.. there will be a lvl 9 AoE version as well.

Doesn't going from single to AoE normally take like 3 spell levels to transpire?
Bull's Strength->Mass
Cure X Wounds->Mass
Heal->Mass
Etc...
Seems like if the AoE was going to be 9th level, the single target would be 6th, though it's "moar" then desintegrate, so the AoE would be epic by pre-existing spell creation rules.

OK, I should make this clear in total: I believe almost entierly in community development. If you have an idea, say it - we wouldn't have a public forum if we didn't want your suggestions so, go ahead and put up any you have (though please note none of this Kido is confirmed for the actual project, so if you have other versions of existing numbers, suggest those too

Hado #20: Seishin Sutoraikingu Muchi [Soul Striking Whip] [Enchantment, Mind-Effecting] Incantation: Level: Hádo 2 Range: Medium Targets: 1 Target Duration: instant Casting time: standard Save: Will partial Spell Resistance: yes
The Shinigami channels her spiritual power into a whiplike chain that seeks out and lashes against the targets very soul, leaving the target off-balance and Dazed for one round as well as dealing 1d4 [Reiatsu Attribute] damage. This damage may be halved with a successful Will save (round down) to a minium of one point of Ability damage.
Augement: With a greater amount of spiritual power behind it, the spell becomes more damaging and irresistable. For each additional 4 SEP spent on this spell, the Ability damage increases by 1 and the save DC increase by 2.
Hado #21: Shimo furea [Frost Flares] [Evocation, Cold] Incantation: Lord whose light was dimmed before his greaters, cutting fleash and milking bone, begone endless shadows of fright! [WiP] Level: Hádo 2 Range: Medium Targets: up to 5 Targets Duration: instant Casting time: standard Save: Fortitude partial Spell Resistance: yes
The Shinigami throws her hand out towards the targets with a number of fingers (including the thumb if need be) equal to the number of intended targets, releasing the Reiatsu that she bulit up in her hand during the incantation. A number of bright blue reishi missiles equal to the number of targets files from the Shinigami's hand striking the targets for 3d6+3 cold damage to each of the targets. No target may be struck by more than one missile. A successful Fortitude save halves the damage.
Augement: For each additional SEP spent, increase the save DC and damage each increases by 2 for all targets.
Hado #22: Fōku Sa Reta Raitoningu [Forked Lightning] [Evocation, Electricity] Incantation: unknown Level: Hádo 2 Range: Medium Targets: up to 3 Targets Duration: instant Casting time: standard Save: Reflex negates Spell Resistance: yes
Upon completing the incantation, the shinigami snaps her fingers, pushing her reiatsu against itself in the process. The resulting backlash races toward the targets, spliting to strike all of them if nessicary. The neon yellow lighting deals electric damage from a pool of 8d6, that must be split between all the targets before rolling saves and/or spell resistance. Addtionally no target may 'aimed' at with more dice than the caster level of this spell, excess damage dice are lost. Finally this Kido is more difficult to resist than it's level would indicate, with the save DC two higher than it's spell level would indicate.
Augement: For every two additional SEP spent during casting, improve the damage dice pool by 1d6.
